The Department of Civil Supplies of Puducherry was constituted in the year 1964. This Civil Supplies Department is functioning under the Administrative control of the Secretary (Civil Supplies & Consumer Affairs) consisting of a Secretariat Wing and the Directorate of Civil Supplies and the Branch Offices in three outlying regions i.e. Karaikal, Mahe and Yanam regions.

The Govt of India made an enactment to protect the interest of the Consumers viz. the Consume Protection Act 1986. This U.T. of Pondicherry has framed rules viz. Pondicherry Consumer Protection Rules 1987 based on the Consumer Protection Act 1986. So Govt. has created a separate Department to protect the Consumer Rights and therefore this Department has been renamed as Dept. of Civil Supplies and Consumer Affairs during 1999.
